2018 Water Cost of Service Study

The Hannibal Board of Public Works commissioned Utility Financial Solutions to perform a Cost of Service and Rate Design Study for the Water Department.  This report includes results of the Cost of Service, long-term financial projection and recommendations on future rate design of the Water Department. 


The consultant gathered the utility’s total costs (including budgeted, actual, operating, capital, and debt) and allocated these costs to each customer class – residential, commercial, large industrial, resale – and meter size based on those class’s use of the utility’s water system. 

They then assigned gallon and meter charges to each meter size and customer class to generate sufficient revenue to service the projected expenses (current, plus GAC system), debt payments (current, plus GAC system), capital outlays, and maintain cash balances.
